1.4.- Capacidad de albergue, sobrepoblación y hacinamiento

La capacidad de albergue se refiere al aforo máximo que tiene el Sistema Penitenciario
para recibir a los internos, se dice que hay sobrepoblación cuando se excede el aforo máximo.
Cuando el porcentaje de sobrepoblación supera al 20%, se llama sobrepoblación crítica, lo que

el Comité Europeo para los Problemas Criminales ha entendido como Hacinamiento .
